Beckett Ridge HOA Board Meeting
April 17, 2012 at VBR Clubhouse
Call to Order
Dennis Bender called the meeting to order at 6:30 p.m.
Board Members present were Dennis Bender, Terri McGill-Wong, Mark Morris, Debbie Olszowka, Sharon Palm, and Burt Young. Dave Burling was absent with notice. Representatives from Towne Properties and Brickman were also in attendance.
Steve Mullin requested the Board reconsider their decision to prohibit his storage shed and include it as part of the grandfathered sheds. He suggested that if the Board could not do this that perhaps the Board would be willing to sell to him the portion of common area on which the shed sits. If that is not an option, he asked if it would be possible to have the Saratoga Farms’ owners break away from the Beckett Master Association and therefore, no longer be subject to the covenants and restrictions. The Board told Mr. Mullin that they could not sell any common area owned by the Association nor could the Saratoga Farms’ owners leave the Beckett Ridge Association. The Board suggested that Mr. Mullin consider adding to his home so that he could have additional storage and that if he did decide to do this, they would gladly review his improvement application. In the interim, the Board agreed to discuss his request to keep the shed and to notify him of the Board’s decision as soon as possible.
The Minutes of the Board of Trustees February meeting were approved with no changes.
Landscape Committee Report
The committee is recommending that the Association’s attorney send a letter to M&M Landscaping about the plant warranty issues at the bottom of Eagle Ridge. Attempts to contact M&M have not been successful. The estimated cost to replace the failed planting is approximately $5,000. The Board agreed to the letter.
Bob Wilson gave the report. He reviewed the maintenance schedule. He presented the Board with four landscaping proposals. The Board reviewed and accepted them. This included a proposal to relocate the rose bushes at the intersection of Windbrook Trail and the Boulevard and a proposal to clean out the drain behind the homes at the bottom of Eagle Ridge. Silt has built up in the drain along with lawn debris which is impeding the flow of water.
Bob also reviewed with the Board the bid for the new irrigation system at the West Gateway (main entrance off of Beckett Road). He showed them the proposed locations of the irrigation lines and the bore shots needed under the road. After discussing the bid, the Board voted to accept it.
Bob also told the Board that two trees have died due to the 2011 application of imprelis. These trees will be replaced at no charge to the Association and will be maintained by Brickman for two years, including watering and deep root fertilization. Since the trees are so large, Brickman is proposing two trees for each one that has died. The Board agreed to accept the plan. The replacement trees will be located in areas where trees have been previously removed.
Four new applications were reviewed. The Board approved all of the submitted requests.
Debi Perkins gave the report. The Board reviewed the current Management Report.
The Board reviewed and approved the current cash statement and delinquent status report. As of April 10, 2012, the delinquency amount was $82,772. Towne updated the status of the collection efforts. The collection agency has collected $19,400 of the $41,351 that was owed to the Beckett Ridge HOA as of August, 2011. The Board agreed to turn over to collection anyone who remains delinquent as May 15, 2012 with no notice from the Association.
The Board reviewed the phone and email log from Towne Properties.
A. Trash in Common Areas adjacent to Millcreek and Deer Run
Trash continues to be found in the creek in this area which prompts complaints from WC Zoning. A solution for controlling the dumping in the creek needs to be found. The Board agreed the best thing to do was to meet with the Boards from Millcreek and Deer Run and discuss this ongoing problem. Towne will contact both Associations to set up meetings.
B. Revisions to Architectural Guidelines
The Board voted to approve the shed and dumping revisions to the architectural guidelines. The updated version will be put on the website.
C. Shed Removals
The lawsuit against the one owner who refused to remove his shed has been dropped now that the shed has been removed. The Board discussed Mr. Mullin’s request to keep his shed. It was agreed that the Board could not approve it and it needs to be removed. Towne will notify Mr. Mullin of the Board’s decision.
A. Reserves Committee
One homeowner volunteer has come forward to serve on this committee. The Board will try to set up a meeting sometime in early May.
B. Windbrook Trail Lights
Hilltop Electric submitted a proposal for additional repairs to the lights along Windbrook Trail. The Board requested another bid.
C. Walking Path Asphalt
The Board reviewed three (3) bids for the asphalt repairs to the walking path from Sawgrass to St. Andrews and around the playground. The Board approved the bid from Apex.
D. Crosswalk on Eagle Ridge
Lee Wong presented a proposal from the Township to install a crosswalk across Eagle Ridge from Eaglet Drive. The cost will be paid by the Township. The Board agreed to the plan.
There being no further business to come before the Board, the general meeting was adjourned at 8:31 p.m.
The next Board of Trustees Meeting will be held on Tuesday, May 15, 2012 at 6:30 p.m. at Tri-County Baptist Church.
