Beckett Ridge HOA Board Meeting
April 21, 2015 at Tri-County Baptist Church
Call to Order/Attendance
Debbie Olszowka called the meeting to order at 6:30 p.m.
Board Members present were Dave Burling, Russell Devane, Terri McGill-Wong, Debbie Olszowka, and Sharon Palm. Dennis Bender and Mark Morris were absent. Representatives from Towne Properties and GroundsPro were also in attendance. Jim Matre the Association’s legal counsel was also present.
The Minutes of the Board of Trustees March meeting were approved.
Homeowner Requests/Concerns – none
Three applications were reviewed. All were approved with conditions. Towne will notify the owners
Grounds Pro Tony Wilson gave the report. He reviewed the maintenance schedule and three proposals for various projects including power-washing the vinyl fence at Saratoga Farms. The Board approved all proposals.
The Board reviewed and approved the current cash statement and delinquent status report. The delinquency amount as of 4/15/15, was $ 85,813 which represents 133 owners.
A. Community Violations- the Board discussed how best to handle the reporting of community violations. Towne does a weekly inspection of the community and will note any obvious violations and will investigate any reported violations. However, the ongoing investigation of garbage cans being stored in public view is difficult since there are multiple garbage pickup days in Beckett Ridge. Many local Associations have adopted a Violations Committee to assist the Board and the management company in reporting community violations. The Board agreed to look into this option by sending out an email blast to the owners who have registered on the community website and ask for volunteers. The discussion will continue at the May meeting.
B. Beehives – the Board discussed the issue of an BR owner concerned about safety due to his neighbors beehives. Mr. Matre advised the Board that having a beehive is not prohibited under the Association’s covenants and restrictions as long as there is no evidence of the bees being raised for commercial purposes. He said it would be extremely difficult to determine if a bee that stung the concerned neighbor actually came from the hive since bees are all around.
A. Maintenance Proposals – The Board reviewed proposals for several planned maintenance projects in the Beckett Ridge community. They accepted the bid from Towne Properties to tuck point several of the stone walls and Woods of Beckett brick pillars. They accepted the bid from AB Contracting to paint the metal fence at the WOB entrance. They accepted the bid from Recreations Outlet to replenish the mulch at the playgrounds at Windbrook Trail and Sawgrass and to add mulch to the tot lot in Amberwood. The Board requested Towne get a proposal to add a bench and trash can for the tot lot. The Board accepted the bid from Apex to re-do the asphalt path from Rollingwood to Woodglen; to resurface the basketball court at Windbrook Trail and to replace the damaged concrete sidewalk at the intersection of Rollingwood and the Boulevard.
B. Updating the Community Restrictions – the Board discussed with Mr. Matre the need to update the restrictions to address items such as solar panels, storage pods, dumpsters, construction debris bags and drones. Mr. Matre told the Board that drones are under the FAA’s jurisdiction. He will investigate the Township’s zoning regulations on dumpsters and storage pods as well as solar panels and then will draft something for the Board to review before adopting any changes.
There being no further business to come before the Board, the meeting was adjourned at 8:33 p.m.
Next Meeting – The next Board of Trustees Meeting will be held on Tuesday, May 19, 2015 at 6:30 p.m. at Tri-County Baptist Church.
