Beckett Ridge HOA Board Meeting
June 20, 2017 at TBC
Call to Order/Attendance
Debbie Olszowka called the meeting to order at 6:39 p.m.
Board Members present were Dennis Bender, Dave Burling, Russell DeVane, Errol Feldman, Larry Huston, Susanne Anton, and Debbie Olszowka. Representatives from Towne Properties and GroundsPro were also in attendance.
The Minutes of the Board of Trustees May 2017 meeting were approved with no revisions.
Debra Steel addressed the Board and asked questions regarding the number of votes cast at the recent annual meeting and also inquired as to what constitutes a quorum. The number of votes needed to constitute a quorum is 313 votes. There had been 239 votes cast so the votes did not meet quorum. The Board explained that there had been a motion passed by the Board not to disclose the vote tally. She did also state that, if a member of the Board should step down before their term is up, she and Rhonda DuVall are interested in volunteering to serve on the Board.
- 7874 Woodglen – deck expansion – approved
- 5800 Sawgrass – fence – approved
- 8075 Quail Meadows – gazebo – tabled until further discussion
GroundsPro Tony Wilson gave the report. He reviewed the monthly maintenance schedule and gave an update on all ongoing projects and completed projects. A proposal was presented to remove a dead ash tree at 8607 Eagleridge. The proposal will be further discussed in executive session and a decision made at that time.
Jim Matre was not in attendance. Therefore, there were no legal updates.
The financials were reviewed and approved.
The communication, violation, and payment plan logs were reviewed.
There was a lengthy discussion regarding the violation log. It was noted that one owner will be assessed an enforcement assessment of $175.00 per week until resolution of the violation. Several violations were brought to the attention of the Board and they will address these violations.
A. 2016 Projects
Two bids were presented and the Board voted to table this until a future meeting.
- Boulevard Lighting – since there has been no response from Duke Energy, the project is removed from the agenda at this time.
B. 2017 Projects
- Walking Path Sealcoating
The bid from Pinnacle Paving was approved for two coats. Pinnacle and GroundsPro will coordinate the work to be done by both contractors to assure a smooth completion of the project.
- Fence Painting/Replacement – tabled at this time
C. Rupp Farm Flooding
The Board gave an update on their short-term goals for addressing the flooding
- The debris catch fences are up and standing
- A letter was sent to homeowners on Indian Ridge and on Woodbridge regarding dumping debris into the common space and blocking the drains.
- The drain on Indian Ridge was cleaned out.
- Four drains behind Rupp Farm on the south side are being dredged 25 feet out and that project is almost complete.
One of the long-term goals is to have a meeting with the county for advice on the standards available today and the best way to address this issue. There were homeowners present and addressed the Board and asked that they be represented at the meeting with the county. The Board suggested that the homeowners get together and put a list of their concerns in writing and this list will be presented to the township officials. There was also a lengthy discussion on the resolution to finding information on the history of the topography of the area.
- Little Free Libraries
There was a lengthy discussion by the Board on the little free libraries. It was then put to a vote and the Board voted by majority decision, that the Little Free Libraries are not permitted.
There being no further business, the meeting was adjourned at 8:42pm..
Next Meeting – The next Board of Trustees Meeting will be held on Tuesday, July 18, 2017 at 6:30 p.m. at TBC.
